ACCELS is a division of the American Councils for International Education in Ukraine. It specializes on providing a large scale of educational and exchange programs for students, university staff and independent professionals. 

These are the main Exchange Opportunities offered:

Freedom Support Act Future Leaders Exchange Program (FSA-FLEX) - This is a program for 9th and 10th graders (who meet annually set age limits). Participants are tested and interviewed by American representatives of American Councils. Finalists receive scholarships for one academic year of study in American high schools and live with host families.
  Freedom Support Act Undergraduate Program - Students between the ages of 17 and 23 who are in their 1st, 2nd or 3rd year of study are awarded one-year scholarships to a U.S. college or university selected by the program. Fields of study are: business, computer science, economics, education, journalism/communication, political science, American studies, agriculture/environmental management. First year students participate in the "Community College Immersion America Program" administered by Youth For Understanding. The program for 2nd and 3rd year students is administered by the American Councils in the U.S.
  Edmund S. Muskie/Freedom Support Act Graduate Fellowship Program - Finalists are rewarded with one two-year degree or non-degree programs for graduate study in: business administration, economics, law, public administration, public health, education, public policy, journalism and mass communication, international affairs, library and information science. Fellows are placed in universities by program administrators. Applicants must be aged 40 or under and hold an undergraduate degree.
  Partners in Education (PiE) - This is a program in Civics Education and is limited to specific oblasts of Ukraine which change annually. Instructors at pedagogical institutes, teachers (grades 5-11) of subjects related to Civics Education and secondary school administrators may participate. Finalists travel to the U.S. to audit classes and participate in seminars.
  Awards for Excellence in Teaching (TEA) - The goal of this program is to find and inspire talented teachers of English and/or American Studies, to support innovative methods of teaching and to establish and enhance connections between American and Ukrainian teachers. The selection process contains several levels of competition and involves bi-national committees composed of Ukrainian and American specialists. Winners of Round 1 receive certificates of nomination and their schools receive a commemorative plaque. Round 2 winners receive teaching materials and technology/teaching aids for their schools. Finalists of Round 3 participate in a summer workshop/seminar in the US.
  Junior Faculty Development Program (JFDP) A competition for one-year grants for university level teachers to audit courses and consult with American scholars, this program focuses on teaching methodology, curriculum design and educational reform. Fields of study are limited to the humanities and social sciences. Applicants (under age 40) should have 2 - 8 years teaching experience and be working on or have completed their Kandidat Nauk degree.
  Regional Scholars Exchange Program (RSEP) -- This program offers 4-6 month U.S. based research opportunities in the social sciences and humanities for pre- and post-doctoral scholars and university faculty. Candidates aged 25-55 should hold or be working on a Kandidat Nauk degree. Research proposal relevance, need for U.S. resources, English proficiency and professional capacity are considered during the evaluation process.
  Chair of Ukrainian Studies Foundation is another sponsoring organization established by  Ukrainian Diaspora in Canada in order to help progressive Ukrainian Youth learn about the ways democracy is operated.  In 1991, on the occasion of the centennial of Ukrainian group immigration to Canada, the Foundation established the Canada-Ukraine Parliamentary Program for university students from Ukraine. The Mazurenko brothers, Ivan, Vasyl, Danylo, contributed the initial endowment of $350,000. University students from Ukraine chosen on the basis of academic achievement, proficiency in English or French and Ukrainian languages apply for scholarships to study at the University of Ottawa and the House of Commons. The program allows the students to study the Canadian parliamentary
system of government. It is hoped that this program will contribute to the education of future leaders of Ukraine.
  The Canada-Ukraine Parliamentary Program (Alternative Word format application form) gives Ukrainian students an opportunity to work and study in the Canadian Parliament, and gain experience from which generations of Canadian, American and West European students have benefited. On the basis of academic excellence, knowledge of the English or French and Ukrainian languages, and an interest in the parliamentary system of government, undergraduate university students from Ukraine can apply for a CUPP scholarship. It is hoped that CUPP will contribute to the education of future leaders of Ukraine. CUPP is a Parliamentary Democracy and Comparative Political Studies Internship Semester in the Canadian House of Commons. The Internship Semester lasts three months and takes place in the spring of each year in Ottawa, Ontario, Canada.
  The Fulbright Program, recognized as the U.S. governments flagship program in international educational exchange, was proposed to the U.S. Congress in 1945 by then freshman Senator J. William Fulbright of Arkansas. Senator Fulbright viewed the proposed program as a much-needed vehicle for promoting mutual understanding between the people of the United States and the people of other countries of the world. The program would provide grantees and their hosts the opportunity to better comprehend the institutions, cultures and societies of other parts of the world. J. William Fulbrights vision was approved by Congress and the program signed into law by President Truman in 1946. Here some of the Programs that they offer:

  Teach abroad! Application form to teach in the U.S. Higher Institution. Only for the candidates with a Doctorate Degree.
Central European University,(CEU) is an internationally recognized institution of post-graduate education in social sciences and humanities. It seeks to contribute to the development of open societies in Central and Eastern Europe and the former Soviet Union (CEE/fSU) by promoting a system of education in which ideas are creatively, critically, and comparatively examined. CEU serves as an advanced center of research and policy analysis and facilitates academic dialogue while preparing its graduates to serve as the region's next generation of leaders and scholars.
